+- response envelope helper/schema
+- controlled error response helper
+- backend README update if needed
+- minimal test for import and health route
+
+Rules:
+
+- Do not require PostGIS to run the health endpoint.
+- Do not implement full datasets or AI yet.
+- Do not add auth.
+- Do not introduce a different backend framework.
+- Keep structure compatible with future database and services.
+
+Run relevant tests and report results.
