Pass 01 — Backend Foundation Final Prompt
Implement only the FastAPI backend foundation.
Required deliverables:
backend/app/main.pybackend/app/core/config.pybackend/app/api/router.pybackend/app/api/routes/health.py- response envelope helper/schema
- controlled error response helper
- backend README update if needed
- minimal test for import and health route
Rules:
- Do not require PostGIS to run the health endpoint.
- Do not implement full datasets or AI yet.
- Do not add auth.
- Do not introduce a different backend framework.
- Keep structure compatible with future database and services.
Run relevant tests and report results.
