Goal
Implement the first usable map workbench.
Must implement
- MapLibre map container;
- area drawing or import if feasible;
- layer panel scaffold;
- area details panel;
- project/area API integration;
- geometry display from backend;
- error states.
Must not implement
- full GIS editing suite;
- unsupported 3D;
- live provider fetch.
