Rules:

- Dataset records must be persisted.

- Uploaded originals must be stored under the configured originals storage path.

- Metadata extraction may be queued, but the status must be visible.
|
|
- Return responses using the response envelope contract.

- Add or update tests.
|

- Update CHANGELOG.md.
|
