The CS one-shot exported the audited archive exclusively. The destination is
2,412,290 bytes and rehashes to the expected SHA-256
4ced0a042c0b8a70424e42a14cfe9b2c4d30a4cd73b661dc1fcf8ad967a7f7e1.
The subsequent Makefile audit found that a target build also consumes the generated and public SDL include roots. Neither has been exported. A RetroArch target build therefore remains blocked until both exact trees are enumerated, hash-bound and copied under a new offline gate.
