ADR-0014: Static versus locally proven runtime support

Decision

Represent static compatibility and successful local execution as different evidence. Runtime declarations can establish format/architecture expectations; only a completed probe can establish local support for an exact environment/profile/node/artifact fingerprint.

Consequences

Unknown or incomplete evidence remains unknown/requires_probe; no optimistic compatibility fallback exists. Driver, image, runtime, artifact or hardware changes make evidence stale.
