Implement the Dataset Manager according to:

• docs/BACKEND_PACKAGE_MAP.md
• docs/FRONTEND_ROUTE_MAP.md
• docs/STORAGE_ARCHITECTURE.md

Rules:

• Do not create UI-only mock workflows.
• Dataset records must be persisted.
• Uploaded originals must be stored under the configured originals storage path.
• Metadata extraction may be queued, but the status must be visible.
• Return responses using the response envelope contract.
• Add or update tests.
• Update CHANGELOG.md.

• docs update if implementation differs from spec
