Test Fixtures

Fixtures should be tiny, deterministic and safe to commit.

Planned fixtures:

geospatial/project_area.geojson
vectors/reference_buildings.geojson
vectors/predicted_buildings.geojson
rasters/tiny_raster.tif or generated raster fixture in tests
