Pass 01 — Backend Foundation Final Prompt

Implement only the FastAPI backend foundation.

Required deliverables:

• backend/app/main.py
• backend/app/core/config.py
• backend/app/api/router.py
• backend/app/api/routes/health.py
• response envelope helper/schema
• controlled error response helper
• backend README update if needed
• minimal test for import and health route

Rules:

• Do not require PostGIS to run the health endpoint.
• Do not implement full datasets or AI yet.
• Do not add auth.
• Do not introduce a different backend framework.
• Keep structure compatible with future database and services.

Run relevant tests and report results.
