Codex Prompt — Pass 10 QA/QC Engine

Implement QA/QC v1.

Follow:

• docs/QA_QC_SPECIFICATION.md
• docs/QA_QC_ENGINE.md
• docs/BUILD_TICKETS_M3.md T-012

Required:

• compare predictions with reference geometries
• IoU threshold default 0.5
• calculate precision, recall, F1
• classify matches, false positives, false negatives
• persist quality check and items
• expose API endpoint
• frontend QA page shows metrics and layers
• deterministic fixture test must pass

Do not approximate metrics with counts only. Spatial matching is required.
