Implement QA/QC v1.

Required:

- compare predictions with reference geometries
- IoU threshold default 0.5
- calculate precision, recall, F1
- classify matches, false positives, false negatives
- persist quality check and items
- expose API endpoint
- frontend QA page shows metrics and layers
- deterministic fixture test must pass

Do not approximate metrics with counts only. Spatial matching is required.
