# Pass 01 — Backend Foundation Final Prompt

Implement only the FastAPI backend foundation.

Required deliverables:

- `backend/app/main.py`
- `backend/app/core/config.py`
- `backend/app/api/router.py`
- `backend/app/api/routes/health.py`
- response envelope helper/schema
- controlled error response helper
- backend README update if needed
- minimal test for import and health route

Rules:

- Do not require PostGIS to run the health endpoint.
- Do not implement full datasets or AI yet.
- Do not add auth.
- Do not introduce a different backend framework.
- Keep structure compatible with future database and services.

Run relevant tests and report results.
