Implement GRB reference integration skeleton.

Required:

- GRB service interface.
- Configurable WFS endpoint.
- Fetch-by-area method.
- Cache or dataset registration path.
- Clear source_unavailable status if the live endpoint is unreachable.
- Fixture fallback only for tests and demo mode, clearly labeled.

Do not hardcode fake GRB as real data.
