+- [ ] Extract latest full zip.
+- [ ] Open repo root in Codex environment.
+- [ ] Confirm `.env.example` exists.
+- [ ] Confirm Docker/PostGIS plan is present.
+- [ ] Give Codex `prompts/codex/M10_MASTER_AUTONOMOUS_PROMPT.md`.
+- [ ] Tell Codex to execute only one pass at a time.
+- [ ] After each pass, require pass report.
+- [ ] Reject pass if it changes frozen scope.
+- [ ] Reject pass if it hides missing functionality behind fake success.
+- [ ] Save output as new update/full zip after meaningful passes.
