Publishes ForgeFlow 0.10.15 with the validated workspace-sync quarantine and updater recovery hardening. Adds release notes, bumps packaged version metadata, and adds an Actions-native signed Windows release path that uses the scoped Gitea job token while preserving the existing local ForgeFlow token fallback. The release job only publishes on an actual version bump, requires the existing Ed25519 release private key, builds the installer and portable executable, creates checksums/provenance/SBOM/signed manifest, and publishes all assets atomically. Managed full validation succeeded on exact head 255aec83d4 (run 5826).
